TCI Partners to Deliver a National Spectrum Monitoring Program to Enhance Iraqi Telecommunication Infrastructure

Fremont, CA – The Communications and Media Commission (CMC) of Iraq has selected TCI spectrum monitoring solutions for its nationwide program to establish a national radio frequency spectrum management & monitoring network. TCI’s solutions were selected to support the CMC’s vision to provide fixed and mobile spectrum monitoring systems across Iraq after a thorough technical and commercial assessment.

Radio-frequency (RF) spectrum is a vital national resource essential to wireless voice and data communications. The CMC’s mission is to allocate and license the RF spectrum in Iraq and monitor the spectrum for sources of interference and unauthorized signals, ensuring excellent telecommunication services for its citizens.

TCI hardware and software provide a complete, automated solution to detect, locate and identify signals of interest. This capability will enable CMC to effectively manage the Iraq national spectrum and eliminate sources of interference that degrade radio, television and wireless communications signals. TCI will enable the CMC’s personnel to operate the systems through a series of in-depth training and skills/expertise development activities. Working with TCI specialists, the CMC team will receive specific hands-on operational training and best practice techniques for using its products, to ensure the CMC personnel are amongst the most capable spectrum specialists in the region.

TCI leverages 50+ years’ experience providing RF-based solutions for spectrum monitoring and to ensure successful execution of this strategic program for Iraq’s telecommunications infrastructure. TCI selected a the Al-Zaman Group as its local partner for this project due to its track record of successful program execution within Iraq. The Al-Zaman Group employs a highly-capable engineering team to support CMC locally through the duration of the program and warranty period.

TCI Has Record Attendance at USTTI Spectrum Monitoring & Management Course

TCI International, Inc. reports a record number of participants attended the training course, co-sponsored with the United States Telecommunications Training Institute (USTTI) on Practical Applications of Spectrum Management and Spectrum Monitoring Training from 13 – 17 May 2019 in Fremont, CA.

USTTI Course on Spectrum Management & Monitoring

This hands-on course was well-attended by delegates from regulators and partners worldwide including Albania, Brazil, Burundi, the Cayman Islands, Colombia, Costa Rica, El Salvador, Ghana, Jamaica, Liberia, Slovenia, South Africa, Saint-Maarten, Samoa and Uganda.

The course focused on the practical application of ITU-compliant spectrum management and monitoring techniques and the modern day challenges associated with both, including licensing tools, propagation analysis tools, radio direction finding and signal measurements for fixed, mobile and transportable applications.

Participants enjoyed the combination of lecture, demonstrations and hands-on training by TCI engineers and fellow spectrum professionals covering from current ITU regulations and processes to the newest technologies including 5G and drone detection.

TCI Releases Scorpio Version 6.0 Spectrum Monitoring Software

TCI recently released its latest version of Scorpio software. Scorpio version 6.0 is available to all existing TCI Spectrum Monitoring customers at no cost, and we encourage all customers to take advantage of the latest Scorpio platform.

Scorpio provides complete control and monitoring of TCI’s Spectrum Monitoring systems with a full suite of ITU-compliant measurement, analysis and reporting tools.

TCI’s Software Development Team undertook this new development to improve the Graphical User Interface (GUI) and provide a more ergonomic and consistent user experience.

Course description
The course focuses on the practical application of ITU-compliant spectrum management and monitoring techniques and the modern day challenges associated with both, including licensing tools, propagation analysis tools, radio direction finding and signal measurements for fixed, mobile and transportable applications. The course employs classroom and hands-on activities to provide students with a practical overview of spectrum management and monitoring techniques and their interaction. Classroom time is used to instruct in system planning and coverage analysis, the principles of propagation analysis, operational principles of a monitoring station, principles of signal measurements, radio direction finding, signal identification and recording and RF drone detection techniques. The hands-on portion of the course will demonstrate real-time application of the principles taught in the classroom and include mission planning, operational set-up, running missions and data analysis.

Learning Objectives
To learn practical implementation of spectrum management, spectrum monitoring, radio direction finding and signal measurement techniques as they relate to the international standards of the ITU and today’s signal environment. This includes:

  1. management tools;
  2. monitoring coverage and planning tools;
  3. propagation analysis tools;
  4. radio direction finding;
  5. signal monitoring, identification and correlation to the frequency management database;
  6. spectrum occupancy observations and analysis as part of the frequency management function; and
  7. transmitter measurements as required to ensure compliance to the radio regulations.

Focus
Managerial and high level technical, with emphasis on hands-on demonstrations.

Nigeria Commissions TCI Mobile Spectrum Monitoring Systems

Fremont, CA – December 2018

Barrister Adebayo Shittu, Minister of Communications, commissioned five TCI mobile spectrum monitoring and direction-finding stations at a high profile public event in Abuja on Friday, December 14. The equipment was supplied by TCI as part of a ~$9M contract providing a national spectrum management system for effective monitoring of radio frequency bands used to provide data and communication services throughout the country.

The goal of the new systems is to stem irregular and illegal use of radio frequency, and also, according to Minister Shittu, safeguard the scarce radio frequency spectrum resource for judicious, efficient and equitable utilization by competing radio communication services; ensuring that users comply with the guiding laws and regulations. He pledged that the Ministry would do its best to utilize the equipment to improve spectrum monitoring activities and frequency management functions to minimize incidences of harmful interferences. He said that with these facilities in place, the ministry has the capacity and capability to detect, identify and locate the source of transmission and is therefore able to determine if a frequency user is duly licensed or not.

Minister Shittu added that radio spectrum needed to be managed well for its efficient, judicious and equitable use by radio communication services to drive socio-economic development of the country. The services include aeronautical, broadcasting, maritime, mobile communication, radio navigation, and satellite and space research.

Mr. Brian Beck, TCI’s Senior Director of Programs, presented TCI’s five mobile spectrum monitoring systems, national spectrum control center and automated spectrum management system. Mr. Tony Harris, TCI’s Regional Business Development Director, noted that the Ministry now has its “eyes and ears” of spectrum management in his address to the audience. With these tools in place, and with engineering teams fully trained at TCI, the Ministry is now ready to engage on an ambitious program to: provide reactive and proactive spectrum monitoring to generate increased license revenue; prevent illegal transmissions; and ensure the highest level of compliance – resulting in increased spectrum utilization and spectrum efficiency.
